Maria Woltjen founded the Young Center for Immigrant Children's Rights in 2004 to advocate for the rights and best interests of unaccompanied and separated immigrant children facing deportation. At the time, there was no Child Advocate for children in immigration proceedings—nothing like a guardian ad litem to focus specifically on the child’s best interests. Without guaranteed access to counsel to represent their wishes and no one to fight for their best interests, children often faced the byzantine immigration system all by themselves.
To create what became the Young Center’s Child Advocate program, Maria researched systems across the globe; evaluated child welfare law, juvenile justice systems, and immigration law; and met with experts in different fields and disciplines. But most importantly, she went into government-run facilities, met with children, and took on the hard work of identifying and fighting for their best interests with every government agency involved in their case. She recruited and trained bilingual and often bicultural volunteer Child Advocates who could meet one-on-one with each child referred to the program and defined the role they'd play under her close supervision; work she carried out as a one-person operation for five years.
From the start, her work wasn’t limited to individual cases but to changing federal policy. She was determined to integrate child protection principles—especially children’s rights to self-expression, to safety, to family integrity, to their own identities—into an immigration system designed for adults and which lags nearly 100 years behind other legal systems. She worked with Congress to enact a provision in an anti-trafficking law that allows for the official appointment of Child Advocates to the most vulnerable immigrant children. That 2008 law, passed by a bipartisan Congress and signed by a Republican President, helped change the way our immigration system treats children seeking safety. In 2013, Congress recognized the transformative role of Child Advocates and expanded the program to serve far more unaccompanied and separated children thrown into government custody and into adversarial court proceedings.
In 2006, Maria was invited to bring her program to the University of Chicago Law School, where for nearly 15 years she would teach and mentor law students in the Immigrant Child Advocacy clinic. During that time, she also grew a dedicated team, hiring attorneys with backgrounds in immigration, civil rights, child protection, and human rights law; adding masters-level social workers to ensure an interdisciplinary focus to the Young Center’s advocacy; and welcoming volunteer coordinators and paralegals to the organization’s ranks. All the while, volunteers continued to meet with children in detention centers across the country, while staff submitted best interests determinations (BIDs) to immigration judges, asylum officers, deportation officials, custodial officials, and even state court judges.
As her program grew, Maria was invited to speak and collaborate with organizations across the world. She met repeatedly with experts in child migration in Geneva, and traveled to Netherlands, Belgium, and Australia to exchange ideas and advance the goals of the Convention on the Rights of the Child. She co-authored critical pieces on anti-trafficking efforts—especially trafficking children for labor, establishing a best interests framework for immigrant children, and reimagining children’s immigration proceedings. She also embraced the role of the Executive Director of a national nonprofit: With Maria at the helm, the Young Center established a national Board of Directors and built robust operations, development, and communications teams.
Today the Young Center is a national organization with nearly 80 staff members in 8 offices across the country. Her organization has protected the rights and best interests of thousands of unaccompanied and separated children from more than 80 countries across the world. For her service to children and the advocacy community, Maria was the recipient of the 1996 Public Interest Law Initiative Distinguished Alumni Award, the 2013 American Constitution Society Ruth Goldman Award, the 2017 UNICEF Chicago Humanitarian Award, the 2019 American Red Cross of Chicago and Northern Illinois Global Citizenship Hero, and the Young Center’s inaugural Waymaker Award. But perhaps more important are the values she passes on to her colleagues and successors: integrity, humility, honesty, rigorous research and preparation, attention to detail, clarity of purpose, and a zealous dedication to children and their families.
Having built the Young Center into a strong, sustainable, and independent organization that is already deeply engaged in pressing for change under the new administration, Maria will retire in June. Her team wishes her exciting travel, stacks of great books, well-crafted cocktails, boxes of high-end chocolates, and much deserved and uninterrupted time with her children and husband (in that order).
